What does this PR do?

  • Updates devworkspace-che-theia-latest.yaml files in release process by replacing images' tags with the release version
  • Install git into rhel.Dockerfile to fix a problem with cloning projects when preparing zip files

What issues does this PR fix or reference?

eclipse-che/che#20824

How to test this PR?

  • build image: docker buildx build --build-arg VERSION=40.1 -f ./build/dockerfiles/Dockerfile --tag che-devfele-reg:40.1 --target registry .
  • check the content of any of devworkspace-che-theia-latest.yaml files, tags should be 40.1 in DevWorkspaceTemplate

maybe we need to backport it for 7.40.x to see if it's running smoothly for 7.40.2 next week
